Coaching Tips
A Good Coach:
- Organizes practices so that kids aren't just standing around.
- Demonstrates solid knowledge of the sport, and the ability to teach kids new skills.
- Spends time talking to kids individually or in small groups.
- Pays attention to safety issues including conditioning, equipment, and playing conditions.
- NEVER belittles a player, SCREAMS or otherwise uses an inappropriate tone of voice. Instead, criticizes play in a sensitive, positive manner.
- Listens to kids - and to their parents.
- Gives EVERYONE a chance to play.
- Doesn't let winning become too important.
- Respects officials, opponents, and the rules of the game - and teaches players to do likewise.
- Makes baseball fun.
RULES OF CONDUCT
FOR COACHES IN ALL LEAGUES
- A coach will follow the rules set down by the WBA.
- A coach will be a role model for his team by conducting himself/herself in a manner that reflects good sportsmanship.
- A coach will teach fundamentals of baseball to all players.
- A coach will promote a sense of accomplishment in each team member.
A coach will provide a fun experience for each player.
A coach will provide a safe environment with attention to furnishing safe equipment.
Coaches will assist umpires in controlling their spectators and at no time shall act in a manner so as to incite a disturbance.
Coaches will not play a player who is ineligible. (Eligible is defined as players officially approved by WBA and on that roster). Coaches who ignore this rule may be suspended.
- Coaches will use good judgment and reason in disciplining players. Benching or running is the only approved methods for discipline. Coaches are not to use physical force or use abusive language.
Coaches must use positive reinforcement to promote an enjoyable and educational experience for every player.
Players are to be given reasonable notice regarding practices and changes in game schedules.
Coaches, assistant coaches, or parents will not attempt to solicit money, sponsorship or merchandise from sources outside the WBA Board. Equipment belonging to the WBA cannot be used except at regularly scheduled games and practices approved by the WBA.
Medical insurance provided by the WBA is only valid during sanctioned games, practices and events.
Coaches will not transport players to areas other than regularly scheduled fields without prior notification and approval of the player’s parents.
SHETLAND RULES GOVERNING LEAGUE PLAY
1. The games will be conducted in such a manner that will provide opportunities for players to learn. Examples: stopping the game to instruct players as to proper batting stance, correct way to drop the bat, etc.
2. Injured players must be attended to immediately. All play shall stop. If the injury appears to be in the slightest way serious, that team’s coach must contact the player’s parents immediately. Base runners and batter will be awarded bases at the umpire’s discretion.
3. Minimum play: All players must be placed on the batting roster, and must bat in proper sequence. All players must change positions every two innings, including the bench (Bench being a position). A maximum of two innings at any one position per player. Maximum of four innings in the in-field per player. Minimum of four innings of play per player. Maximum team roster is 14 players.
4. Metal cleats will not be permitted.
5. No two-piece bats will be allowed. Umpires shall inspect all bats and may declare any bat illegal if it is considered unsafe for T-ball league play. Only “Incredibats” or designated T-Ball bats are allowed.
6. Players not in the field on defense or batting must remain on the bench or behind a designated area. Batters may stand in the “ON DECK CIRCLE” when waiting for their turn to bat.
7. Bases shall be 45 feet apart. The pitcher must remain on the mound until the ball is hit. The batter will be awarded first base if the pitcher abuses this rule.
8. No batter or offensive runner may touch the ball at any time or the batter/runner will be called out.
9. After one warning, the batter will be called out for throwing the bat. A throw is considered anything other than dropping the bat. Base runners do not advance if the ball was hit.
10. A semi-circle of 10 feet in radius will be laid out in front of home plate before the game. The ball must travel past this line to be ruled a fair ball.
11. No bunting. The batter must take a full swing or the batter will be called out. Runners do not advance.
12. If the catcher or pitcher prevents the ball from traveling over the 10-foot line, it will be ruled a foul ball.
13. No sliding. Runners will be called out. NO EXCEPTIONS.
14. No leading off. Runners must remain on base until the ball is hit or will be called out.
15. Maximum of ten defensive players on the field at a time. Six in-fielders and four out- fielders.
16. Baseline interference rule: Defensive players without the ball may not block the base runner. If the umpire calls interference, the base will be given to the runner.
17. In-fielders must remain behind or 3 feet in front of the base line until the ball is hit. Abusing this rule will award the batter 1st base and the other runners will advance if forced to do so.
18. Each half inning will conclude with 3 outs or 5 runs scored, whichever occurs first.
19. Positive team chatter is allowed. Opposing players may not directly agitate or intimidate a player on the opposing team. WBA has made a ruling that there will be no heckling from any player, coach or parent. There will be no comments made that are derogatory and/or directed at the opposing team. The Umpire will issue a warning of the ground rules and he may issue one more warning after that. Continued infractions of the rules may result in ejection.
20. All games will be six complete innings in length. No inning shall start after 1 hour and 45 minutes have elapsed.
21. No in-field fly rule.
22. Returning a hit ball to the in-field rule: This rule applies when a ball is hit into the out- field and is returned to the “in-field line”. At this point the ball is considered dead. The “in-field line” is a line from first to second base, and from second to third base. Runners that are more than halfway to the next base when the ball is declared dead will be awarded that base, or if touched by an in-fielder the ball will be dead.
23. Any rule changes must be approved by WBA.
24. Maximum of two defensive coaches on the field.
25. Games begin at 6:00 pm.
26. Home team is listed first on the schedules. Home teams will provide the volunteer umpire for that game.
27. If a Manager is not present, an adult must be in charge of the team.
28. Only managers or designated adults may coach the bases that are 18 years of age or older.
29. Umpires must be notified of disciplinary actions to a player prior to the start of a game.
30. All players will wear protective helmets when at bat, on base or in the on deck circle. It is recommended by WBA that all players wear protective cups.
31. No smoking or alcoholic beverages on the field or stands and absolutely no profanity by Coaches, parents or players.
32. Managers should designate their two assistants to the Umpire before the beginning of the game. Managers must exchange lineups and report all lineup changes to the opposing managers prior to the start of the game. Players last name and number must be used on the lineups. The manager must notify the umpire and opposing manager if someone comes late and is being added to the lineup.
33. Players who quit a team one year, will remain the property of that team for the proceeding years. WBA Board will consider requests of parents regarding the movement of a player to another team or back into the general draft.
34. WBA reserves the right to make any decision that it feels are in the best interest of the league.
35. Managers are encouraged to fill out the disciplinary action form on all players who are benched, suspended or otherwise disciplined. The forms are to be turned into your Commissioner who will make WBA aware of your discipline.If there are any questions concerning these rules, please contact Ray.

26. If the “Coach-Pitcher” is hit by a ball, the ball is dead. No advance by runners. If hit by the 5th pitch, batter continues to bat. Coach must make an effort to get out of the path of the ball.

2007 Inter-City Palomino Baseball Updated (5/13/07)
Rules of the league will follow 2007 PONY Palomino Division rules except for the following (rules can be viewed at www.Pony.org):
1. Formation of teams should follow, but not held to, the guidelines of 2006 Palomino rules. Team formation is the responsibility of the respective leagues to administer, as they seem fit. Good sportsmanship should be considered during this process. The majority of the players on the team, regardless of the number of players on that team roster, are required to be either 17, 18, or 19 years old (example: 13 players on a team roster, 7 have to be 17, 18 or 19 years old). A 17 or 18-year-old player is defined as a player born between April 30, 1988 and May 1, 1990. Only three players of league age 19 will be allowed on each team. A 19 year old is defined as a player born between April 30, 1987 and May 1, 1988. League age 16-year-old players are allowed on the Palomino teams, but cannot make up a majority of the team. Sixteen-year-old player is defined as a player who was born between April 30, 1990 and July 31, 1991. Only exception to the above for a player to be on a Palomino team is if their birthday is before July 31, 1991 is: they were called up for a game or two because of injury or has been placed on a team by prior approval of the Rules Director (otherwise contact Intercity Colt League to place such a player on one of their teams). Please note that these age requirements do not coincide with Pony rules exactly and eligibility for a team in the Inter-City Palomino League may not be eligible for PONY tournaments. (Consult www.Pony.org for their tournament age requirements).
2. The 10 run mercy (after 5 innings) will apply. Managers can end games after 2 hours by mutual agreement if score is out of hand.
3. Three types of formats can be used for play. It is solely up to each manager to decide on which format his team will be using for a particular game and will be determined and announced before the games first pitch. After the first pitch, neither team’s format can be changed. A. Palomino rules (nine bat) except DH is allowed for pitcher only. B. Palomino rules except AH can be used (10th batter must stay in that batting position all game and will share fielding position with another specified batter). C. Everyone on bench bats with free field substitution.
4. Minimum 8 players to start a game, 7 to finish a game (no penalty outs).
5. Starters may be re-inserted in the same spot in the batting order one time per starter.
6. By the umpire’s judgment, intent to injure shall lead to ejection.
7. Any player, manager or coach ejected from a game will be prohibited from playing in the next scheduled game. The opposing manager must report any ejections to the Rules Director. The Rules Director will notify the Palomino Director for that League of the team in question. The player ejected is not an out at his turn in the batting lineup. If the number of players falls below seven, then the game is over (any additional play would be defined as scrimmage). Any player, manager, or coach can be eliminated from league participation as determined by the Rules Director, if they have more than one game ejection in a season or physically/maliciously assaults another participant. During an ejection a player is not allowed on the field and is not allowed on the bench/dugout if in uniform. During an ejection, manager is not allowed on the bench/dugout or field, and cannot coach the team in any way.
8. One of the two umpires required per game must be 21 years of age or older, while the other umpire must be 18 years of age or older.
9. A courtesy runner may be used for the current Pitcher and Catcher if either reaches base (managers option). Courtesy runners can be used for injuries. The last previous out will be the runner (or last batter in order in 1st inning only).
10. Home team supplies two new baseballs for each game and the visiting team supplies two new balls each game.
11. Postponed games must be rescheduled and is the responsibility of the home team. Cancelled or unplayed games count as a loss for both teams. Games played with other organizations or defined as exhibition do not count in the standings. Notice of game cancellation must occur 24 hours in advance or the game is a forfeit for the team canceling the game.
12. High school bat requirements (-3 BESR). Catchers equipment must be in compliance with 2007 PONY (Palomino) rules.
13. Pitching requirements are listed in the PONY Palomino rules. Pitching record signed by opposing managers or manager’s representatives must be available at start of each game, otherwise the team without the pitching record can only pitch each pitcher a maximum of two innings for that game (games for double headers).
